Research question
Which organizational supports appear most relevant to project performance across different work arrangements?
This article examines published workforce and project evidence through the narrow lens of small-business operations coordination. It does not assume that a vendor survey describes every organization, and it does not treat correlation as causation.
What the evidence shows
PMI’s 2024 report concluded that work arrangement alone was not a strong performance differentiator in its sample. It highlighted enabling programs such as coaching and mentoring, communities of practice, and upskilling, while 64% of senior leaders said teams needed new technical skills.
Operations-specific analysis
An administrative support role is not a substitute for technical skills, coaching, or competent project leadership. It can strengthen the infrastructure around those enablers: maintaining access, scheduling learning, recording decisions, tracking dependencies, and surfacing exceptions. The boundary matters because an orderly dashboard may conceal a capability gap if leaders mistake status administration for delivery competence.
The appropriate boundary is consistent: a support professional may maintain records, assemble source evidence, coordinate agreed follow-ups, and flag exceptions. Leaders and subject-matter owners retain policy, priority, personnel, and substantive project decisions.
Practical conclusion
Evaluate project support in layers: technical capability, decision authority, delivery method, information access, and coordination hygiene. Assign an operations coordinator only the final two layers unless they separately possess the required professional expertise. Escalate repeated delivery problems as capability or governance issues rather than endlessly tightening reminders.

These sources use different populations, definitions, and methods. Their figures are not directly additive, and associations should not be read as proof of causation. The analysis above uses them to test a bounded operations question and states where local measurement is still required.
